Halloween 2013 Kudos & Pictures

After last year’s Halloween parade & potluck had to be canceled due to inclement weather – it was great to see such a gorgeous blue sky this past Sunday, October 27 at our annual Halloween Parade & Potluck event.

Thank you Marilyn Emery for once again coordinating – and her band of helpers (young & old!).  A special thanks to Sam & Ann Statland who, also once again, offered their yard for the festivities.

Halloween Parade & Potluck 2013!

We are only a couple of weeks from the annual Halloween parade and picnic (Sunday, October 27). We will meet at the circle at the Saul Road park at 12:00. The kids will then parade through the Kensington Park parking lot and along the roads to the corner of East Bexhill and Saul. If they are available we will have the fire department lead us once again.

As you know the association provides the hamburgers and hot dogs and drinks. The rest is pot luck. If you last name starts with A-G please bring a dessert all others please bring a side dish or salad.

If you will be able to help out I could really use the extra hands. I need grillers, popcorn and cotton candy servers, someone to pick up ice and folks to help set up and clean up. I also need some one who is crafty to make some posters to advertise the party and to inform people about the road closure.

Please let me know if you can spare some time, it takes a village, or at least a neighborhood to put on a good party.

This is the electronic newsletter for the fall meeting and the third quarter of 2013. The principal items are an update on covenant matters, the status of matters related to Rock Creek Hills Local Park and its immediate future, our financial situation, and a number of neighborhood activities, including a presentation by the Village. The RCHCA fall meeting will be held Thursday, October 10, 2013, at 7:30 p.m. at Grace Episcopal Day School, 9411 Connecticut Avenue, in the multi-purpose room.

2013 Halloween Parade and Picnic

The 2013 Halloween Parade and Picnic will be held on Sunday, October 27, between 12 noon and 3. We will assemble in the parking lot of Rock Creek Hills Local Park and parade to the Statlands’ house at 3500 Saul Road. Our thanks to Marilyn Emery for arranging this annual event and to Sam and Ann Statland for making their lot available.

Covenants

The RCHCA Executive Committee has made significant progress on covenants matters. With three small historical exceptions, all fence and accessory structure issues previously called to its attention have been resolved. At this point there are no home based businesses that the Committee is aware of that have employees or have customers or clients regularly coming to a Rock Creek Hills residence. Residences are reminded that only single family houses are permitted in Rock Creek Hills and that all fences and exterior improvements to a house or ancillary structures require the Board’s approval.

The Executive Committee will continue to monitor the proposals now before the County Council that would modify the County zoning code in several regards. In addition to the accessory apartment issue, these include home based professional services and the keeping of animals other than the more conventional pets such as cats and dogs.

The Executive Committee has received several anonymous calls or complaints regarding possible violations of the Rock Creek Hills covenants. The Committee will not act on such calls. First, we believe that homeowners are entitled to know the source of any dissatisfaction if it becomes necessary to begin an enforcement action. Second, such an action is possible only if there is supporting testimony by the immediately adjoining and opposing neighbors. We will keep the source of any concerns confidential during an initial investigation to minimize conflict and to facilitate informal resolutions. If there is merit to the concern and it is resolved informally, all information will remain confidential.

Rock Creek Hills Local Park Update

The Board of Education has begun its preliminary design review for the proposed middle school to be constructed on Rock Creek Hills Local Park. The meeting schedule and locations were previously circulated on RCHCAnet and will be posted on the website. The next meeting is September 25 at 7:00 at North Chevy Chase Elementary School on Jones Bridge Road. The appellate litigation is in its preliminary phases, having been timely filed with the Court of Special Appeals, the first tier appellate court. We have prepared a digest of the record and reached agreement among the parties on the exhibits to be used during briefing. The Court of Special Appeals has not provided a briefing schedule. That Court normally takes one and a half to two years to act after the trial court issues its final decision, which was on May 8, 2013.

Financial Information

The general operating fund has been separately maintained as a reserve for such matters as the maintenance of the RCHCA covenants, meetings, minor regulatory and tax expenses, and community activities. As of September 17, 2013 our general checking and savings totaled $19,736. Ordinary operating expenses for 2013 so far have been $3,392 against ordinary income of $8,250. The Rock Creek Hills Local Park litigation fund has a balance as of September 15 of $1300 and payment due counsel of $2550. An updated report will be provided by Maria Marzullo, our new treasurer, at the meeting. The Board requests that you renew, or join, our membership. The annual dues of $40 per household will be used only for the general community activities mentioned above. Please mail your dues to Maria Marzullo, 9801 East Bexhill Drive, Kensington, MD 20895.

Finally, please give some thought to a new RCHCA president in 2014. I have served for three years and some new blood should take over. I hope you will attend the meeting.

Halloween 2012! Sunday, October 28, 2012 – CANCELED

THE HALLOWEEN PARADE & PICNIC WHICH WAS SCHEDULED FOR SUNDAY, OCTOBER 28TH HAS BEEN CANCELED DUE TO THE IMPENDING WEATHER FORECAST.

The Halloween Parade and Picnic, an important annual event for our
community, will be held on SUNDAY, October 28, beginning at 12:00 in Rock Creek Hills Local Park. The parade will terminate at Ann and Sam Statland’s
at 3500 Saul Road. We look forward to seeing you there. Many thanks to Marilyn Emery for her efforts in arranging this event and Sam Statland for representing the RCHCA Board and the generous use of his lawn.

10/10/12 Update:

Reminder of the annual RCH Halloween parade and block party October 28. The festivities will start at the circle at the Rock Creek Hills park at 12:00.

The kids will parade through the neighborhood escorted by a fire truck (if
they are available) and end at the corner of Saul and East Bexhill where we
will have a potluck. The citizen’s association will provide hot dogs,
hamburgers and drinks. Neighbors will last names A-P please bring a side
dish, Q-Z please bring dessert.

Erica Weiss has graciously agreed to head up the craft table for the kids
but she will need some help. If you have a teen who would like to volunteer
that would be great. You can contact Erica at ericahertzweiss@gmail.com or
me. We will also need some teens to do popcorn and cotton candy. Please
let me know if your child is available and what time works best for them.

If you have any young artists in the house we could use some sign makers.
We need about 10 made to post around the neighborhood for folks who aren’t
on the list serve.

Adult Volunteers Needed for 10/28 Halloween Event – CANCELED

Mother’s Day Picnic in the Park! Sunday, May 13, 2012 from 3-6 p.m.

Can you believe it is almost May. With that said , things are getting settled for the picnic. We will be having a fajita and taco buffet from California Tortilla, and cupcakes from Jenny’s Cakes (the new bakery in town) and some drinks.

The entertainment will be provided by 40 Dollar Fine. You can learn more about them at http://www.40dollarfine.com/. There is also a schedule of the upcoming performances on the website in case you want to preview them.

So I have an idea of how much food to order, please let me know if you will be coming.

Also please bring your own beverage(s) and a desert to share.

If you know of folks not on the list serve please pass the information to them. I look forward to another Rock Creek Hills tradition.

Mother’s Day Picnic Scheduled…May 13, 2012

The citizen’s association will be hosting the Mother’s Day picnic in the Park again
this year on May 13th. We will supply live music and food as we have in the past.
All we ask you to bring is your beverage and a desert to share.

We are still in the planning stages so no decisions on a menu have been made yet.
If you are available to help with set up, serving or clean up we could use the help.
Also if anyone has a portable generator we could borrow we will need one for the
music.

Annual Halloween Parade & Pot Luck Details – October 30 (12:00-3:00)

The halloween parade is approaching fast — October 30 from 12:00 – 3:00. We will meet at the circle at the park at 11:45 and begin the parade at 12. We are hoping the fire department will be able to lead the parade as they have done in the past.

The parade will end at the corner of Saul and East Bexhill where we will have games, crafts and a giant slide for the kids. We will also have popcorn and cotton candy.

The association will provided hot dogs, hamburgers and drinks and the neccessary utensils etc.

We would like each family to bring something to share. Those families who’s last name begins with A-L please bring desserts if your last name begins with M-Z please bring a side or salad. Because of allergies we ask that you don’t bring anything with nuts.

If you can help out we could really use you. Students grade 6 and above can earn SSL hours. We need folks to help set up, grill, man the cotton candy and popcorn machine. I could also use help getting ice in the morning.

The starting point for the Halloween Parade is at Rock Creek Hills local park.  The picnic lcoation is at the corner of Saul Rd. and East Bexhill Dr.

For purposes of the pot-luck, families are asked to bring the following:

  • A-L: desserts
  • M-Z: side dishes
