Next RCHCA Meeting will be on Wednesday May 17th at 7:00 PM in room 301

Due to a scheduling mix-up with the Montgomery County Community Use of Public Facilities, the May 17th RCHCA meeting will be held in room 301 at 7 PM instead of the cafeteria.  Apparently, Silver Creek Middle School is having their Spring Concert on May 17th, which we were only informed of Thursday afternoon.  The school has graciously offered room 301.  It is far enough away from the concert that we should not have a noise issue interrupting the meeting.

Parking will be tight at the school that night. Anyone not walking to the meeting should try to park at the back of the building in the bus loop.

The agenda for the Meeting is:

  • Welcome and Announcements 
  • Approve the Secretary’s Notes from the last Association Meeting on October 18, 2022.
  • Treasurer’s Report
  • Covenants Update             
  • Vote on the proposed amendments to the RCHCA Constitution and By Laws. Please see below for details of the proposed amendments.
  • Crime Update by a Community Services Officer of the Montgomery County Police Department via Zoom.
  • New RCHCA Business from the Board and the Floor

Proposed amendments to the RCHCA Constitution and By Laws.

  • Change Article III, Sec.2

From:

The membership dues shall be forty dollars ($40.00) per family (or household) payable in advance at the beginning of the fiscal year.

To:

The membership dues shall be forty dollars ($40.00) per family (or household) payable any time during the fiscal year, but prior to any rights in Article III, Sec. 1 (i.e., the right to vote at a meeting) may be exercised.  The Board may waive dues for an eligible member experiencing financial hardship.

Reasons for suggesting this change:

To better reflect the way that dues have been collected, and to allow the Board to waive dues for an eligible member experiencing financial hardship.

Regular meetings of the Association shall be held three times a year. This includes one Annual Meeting to be held in late January or early February, and two General Meetings to be held in May and October. The dates for all meetings shall be announced at least 7 days in advance via RCHCA newsletter, as well as via our website, www.rchca.org and via RCHCAnet.

To:

Regular meetings of the Association shall be held two times a year. This includes one Annual Meeting to be held in the spring, and a General Meeting to be held in the fall. The dates for all meetings shall be announced at least 7 days in advance via first class mail, as well as via our website, www.rchca.org and via RCHCAnet.

Reasons for suggesting this change:

Reduce the frequency of regular meetings to reflect the lack of active topics to be covered, and to reduce the workload on the limited number of volunteers.

Change the method of announcing regular meetings from a RCHCA newsletter to first class mail to reflect the fact that recent meetings have been announced via postcards sent via first class mail.

To Vote for or against the proposed amendments: Households must be in Good Standing with RCHCA, meaning they have paid their 2023 Dues of $40 per household per year. Dues can be paid in advance online (per the RCHCA web site) or at the door prior to the meeting.
